With an extensive background in the technology and health
care industries, A. Troy Miller has brought a wealth of strategic planning and
business management experience to Columbus City Council since he began his
service in January of 2009.
President Pro Tempore Miller chairs the Small & Minority
Business Development, Technology, and Zoning Committees. He has been a force
for transparency, accountability, and accessibility in city government. He has
also worked to increase the public’s understanding of the zoning process so
that residents can be more engaged when zonings come before Council. He has
presented “Zoning 101” in various public forums.
President Pro Tem Miller led the development of the
Legislative Center, a resource on City Council’s website that allows the public
easy access to agendas,legislation, and supporting documents being considered by
City Council. His e-Council initiative has improved the efficiency of Council
and maximized taxpayer dollars by greatly reducing printing costs. He also
introduced the legislation that established the MyColumbus mobile application,
which enables residents and visitors to access Columbus information and submit
service requests through their mobile devices.
Pro Tem Miller has invested in small businesses and job
creation. His Small & Minority Business Development Committee increased the
city's contract with the Economic and Community Development Institute to
provide a wide range of financial services to residents and businesses. He also
supported ECDI's KickStart contest, a business plan competition. He sponsored
legislation to support the WSYX ABC-6 Job Boot Camps and has long been a
champion for TechColumbus, an internationally acclaimed small business
incubator. Pro Tem Miller sponsored an ordinance that enhanced the speed of the
city's Internet access through an agreement with The Ohio State University and
the Ohio Supercomputer Center.
In 2006, Miller won the Ohio Dominican University’s Edgar
Ingram, Jr. Innovation Award, given
annually to an Ohio Dominican MBA student participating in a course in which
students compete to build the most creative entrepreneurial business plan.
Miller received his Master of Business Administration from Ohio Dominican
University and a Bachelor of Science in Health Services Administration from the
University of Cincinnati. He is a member of the American College of Health Care
Executives, Healthcare Information Management Systems Society, American
Hospital Association’s Society for Healthcare Strategy & Market
Development, Forum for Healthcare Strategists, and is a board member of the St.
Vincent Family Centers.
A graduate of East High
School, Pro Tem Miller is the owner and president of iSpecData, an Ohio-based
web application and consulting firm in the health management technology field.
Miller previously held market research and strategic planning positions at
OhioHealth as Medical Staff Development Planning Manager, Abbott Laboratories
as Market Research Analyst, A.C. Nielsen as Account Executive, and Central
Benefits Mutual Insurance Company as Market Research Manager - Corporate
Development.
